Today, I would like to build on this and show the role that digital skills in retail play in successful digital transformation.<\/p>\n\n\n\n<p>Independent of the question of traditional disabilities, three further fundamental questions arise:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>What proportion of citizens in European countries have sufficient digital skills?<\/li>\n\n\n\n<li>How can \u201cdigital skills\u201d be measured and compared in a meaningful way?<\/li>\n\n\n\n<li>What do digital skills mean for the retail sector \u2013 and for its customers?<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"680\" src=\"https:\/\/dr-rainer-eckert.de\/wp-content\/uploads\/2026\/01\/2026-01-05_EU-DSI_Diagramm_EN-1024x680.png\" alt=\"Only 60% in Europe have sufficient digital skills.\" class=\"wp-image-22990731\" srcset=\"https:\/\/dr-rainer-eckert.de\/wp-content\/uploads\/2026\/01\/2026-01-05_EU-DSI_Diagramm_EN-980x651.png 980w, https:\/\/dr-rainer-eckert.de\/wp-content\/uploads\/2026\/01\/2026-01-05_EU-DSI_Diagramm_EN-480x319.png 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) and (max-width: 980px) 980px, (min-width: 981px) 1024px, 100vw\" \/><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Digital skills in Europe: only 60% meet the minimum requirements<\/h2>\n\n\n\n<p>A look at the <strong><a href=\"https:\/\/ec.europa.eu\/eurostat\/databrowser\/view\/ISOC_SK_DSKL_I21__custom_5364012\/bookmark\/map?lang=en&amp;bookmarkId=adbd5d79-e7d6-48be-9e5a-fe687d156d16&amp;c=1678804933330\">latest European DSI figures from 2025<\/a><\/strong> paints a sobering picture:<br>On average, only around <strong>60% of the EU population aged 16 to 74<\/strong> possess at least basic digital skills.<\/p>\n\n\n\n<p>At the same time, the EU has set itself an ambitious target under the <strong>Digital Decade<\/strong> initiative:<br><strong>By 2030, at least 80% of the population should have basic digital skills.<\/strong><\/p>\n\n\n\n<p>At present, we are still a long way from achieving this goal. Particularly striking are the <strong>large differences between individual countries<\/strong>. While nations such as the Netherlands, Ireland, Denmark, Finland or Norway are close to \u2013 or even above \u2013 the 80% mark, <strong>Germany remains below the EU average<\/strong>. Given Germany\u2019s self-image as a leading industrial nation, this is at least a cause for reflection.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What are digital skills? Understanding the Digital Skills Indicator (DSI)<\/h2>\n\n\n\n<p>In Europe, digital skills are measured using the <strong>Digital Skills Indicator (DSI)<\/strong>.<br>This is a <strong>composite indicator<\/strong> based on the <strong><a href=\"https:\/\/publications.jrc.ec.europa.eu\/repository\/handle\/JRC128415\">European DigComp reference framework<\/a><\/strong>, covering activities across <strong>five competence areas<\/strong>:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Information and data literacy<\/strong><br>(e.g. searching for, evaluating and managing information)<\/li>\n\n\n\n<li><strong>Communication and collaboration<\/strong><br>(e.g. email, digital interaction, use of public online services)<\/li>\n\n\n\n<li><strong>Digital content creation<\/strong><br>(e.g. texts, spreadsheets, presentations, editing digital media)<\/li>\n\n\n\n<li><strong>Safety<\/strong><br>(e.g. data protection, safeguarding personal data, secure use of digital technologies)<\/li>\n\n\n\n<li><strong>Problem solving<\/strong><br>(e.g. adjusting settings, installing software, using digital services)<\/li>\n<\/ol>\n\n\n\n<p>The DSI does <strong>not<\/strong> measure theoretical knowledge. Instead, it uses <strong>practical digital activities as a proxy for actual skills<\/strong>.<br>To be classified as having at least basic digital skills, a person must successfully perform <strong>at least one activity in each of the five areas<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Digital Skills Indicator: methodology, history and relevance<\/h2>\n\n\n\n<p>In principle, the Digital Skills Indicator has been in use since <strong>2003<\/strong>.<br>However, its methodology and definitions have been revised several times and were <strong>harmonised across Europe in 2021<\/strong> (DSI 2.0).<\/p>\n\n\n\n<p>Since then, <strong>comparable data has been available every two years<\/strong>, supported by a robust methodology. Today, the DSI is used, among other things, for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the <strong>EU digital strategy<\/strong>,<\/li>\n\n\n\n<li>the <strong>Digital Economy and Society Index (DESI)<\/strong>, and<\/li>\n\n\n\n<li>monitoring progress in <strong>digital transformation<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>The good news is that the EU average has increased noticeably in recent years:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>2021: 53.9%<\/li>\n\n\n\n<li>2023: 55.6%<\/li>\n\n\n\n<li>2025: 60.4%<\/li>\n<\/ul>\n\n\n\n<p>We are moving in the right direction \u2013 <strong>but not fast enough<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Digital transformation without digital skills?<\/h2>\n\n\n\n<p>Against the backdrop of ongoing digitalisation, a fundamental question arises:<\/p>\n\n\n\n<p><strong>How can digital transformation succeed if a significant part of the population lacks the necessary minimum digital skills?<\/strong><\/p>\n\n\n\n<p>This question does not affect only specific industries or age groups.<br>Every year, <strong>millions of people are required to work with digital systems on a daily basis<\/strong> \u2013 in offices, retail, industry and the service sector.<\/p>\n\n\n\n<p>Without digital skills, this will be <strong>neither efficient nor inclusive<\/strong>.<\/p>\n\n\n\n<p>Importantly, this is <strong>not<\/strong> about whether someone can upload videos to TikTok or consume content on YouTube. <br>The DSI measures the skills required to work <strong>productively, safely and confidently<\/strong> in digital organisations and to use digital services effectively.<\/p>\n\n\n\n<p><strong>What does a lack of digital skills mean for retail?<\/strong><\/p>\n\n\n\n<p>For retailers, the key issue is less <em>why<\/em> digital skills are lower than expected in certain countries.<br>A much more important question is this:<\/p>\n\n\n\n<p><strong>How can digital customer journeys be designed so that customers with limited or insufficient digital skills are not excluded?<\/strong><\/p>\n\n\n\n<p>This is where the link to my earlier article on <strong>cognitive impairments<\/strong> becomes clear.<br>What applies to people with cognitive limitations also applies, in many respects, to people with low digital skills.<\/p>\n\n\n\n<p>From a retail perspective, this leads to clear tasks:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>reducing digital entry barriers and obstacles<\/li>\n\n\n\n<li>simplifying and clarifying the structure of shopping apps<\/li>\n\n\n\n<li>creating more intuitive and consistent user interfaces for self-checkout systems<\/li>\n\n\n\n<li>designing online shop GUIs that are reduced, consistent and easy to understand<\/li>\n<\/ul>\n\n\n\n<p>Digital customer journeys must be <strong>usable, understandable and attractive even without high digital skills<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion: Digital skills as a prerequisite for successful digitalisation<\/strong><\/h2>\n\n\n\n<p>If the DSI figures are taken seriously, <strong>around 40% of the EU population aged 16 to 74<\/strong> do not possess sufficient basic digital skills.<br>This is a share that cannot be ignored \u2013 especially in the context of an increasingly digitalised retail landscape. Without sufficient digital skills in retail, digital transformation remains fragmented.<\/p>\n\n\n\n<p>Too provocative? Perhaps.<br>But that is precisely why we should be talking about it.
