While inflation, rising energy costs and labour shortages often dominate public debate, another issue continues to impose enormous costs on retailers every year:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Shoplifting.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two recent publications by the EHI Retail Institute prompted me to write this article: An interview with Frank Horst on shoplifting (see <a href=\"https:\/\/www.youtube.com\/watch?v=A0KW91aBy0w\">https:\/\/www.youtube.com\/watch?v=A0KW91aBy0w<\/a>) and the latest <strong>\"Inventory Differences 2026\"<\/strong> study (see <a href=\"https:\/\/www.ehi.org\/produkt\/studie-inventurdifferenzen-2026-pdf\/\">https:\/\/www.ehi.org\/produkt\/studie-inventurdifferenzen-2026-pdf\/<\/a>). Together, they provide a clear picture of how serious the situation has become.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The figures speak for themselves.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Total inventory losses in German retail reached <strong>\u20ac5.11 billion<\/strong> in 2025.<\/li>\n\n\n\n<li><strong>\u20ac4.33 billion<\/strong> of these losses were caused by theft.<\/li>\n\n\n\n<li><strong>\u20ac3.05 billion<\/strong> resulted from customer shoplifting alone.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u20ac3.05 billion.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not a minor inconvenience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It represents a massive economic loss.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">The trend is moving in the wrong direction<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In the interview, Frank Horst explains that the value of shoplifting has increased by around <strong>25%<\/strong> over the past three years. Even after adjusting for inflation, theft remains approximately <strong>15%<\/strong> higher than it was three years ago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This clearly demonstrates that we are not looking at a temporary fluctuation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The trend has been moving in the wrong direction for years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, one figure is even more alarming.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Retailers detect only a fraction of what happens<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">According to the EHI study, fewer than <strong>2%<\/strong> of all shoplifting incidents are actually detected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retailers see only a tiny fraction of what is really happening.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This fundamentally changes the discussion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the probability of being caught is extremely low, even sophisticated surveillance technology loses much of its deterrent effect.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Organised retail crime<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An especially worrying development is the growth of organised retail crime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the EHI, organised criminal groups are responsible for approximately <strong>one third<\/strong> of all customer theft losses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That represents around <strong>\u20ac1 billion every year<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are no longer isolated opportunistic thefts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Professional groups often operate systematically, with clear roles, planning and, in many cases, cross-border structures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With a detection rate below two percent, simply appearing on a CCTV camera is unlikely to discourage these offenders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If detection rarely leads to meaningful consequences, technology alone cannot solve the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This raises an important question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What more can governments, law enforcement agencies and the justice system do to combat organised retail crime effectively?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not a question retailers can answer on their own.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Technology alone is not enough<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Organised crime, however, represents only part of the overall picture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If approximately one third of customer theft losses are caused by organised groups, the remaining losses stem largely from what we might describe as conventional shoplifting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And this is where the discussion changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is no longer solely about technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also about attitudes and personal responsibility.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Why Shoplifting Affects Everyone<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Some people still seem to believe that shoplifting is a victimless offence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retail theft does not simply hurt anonymous companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its consequences ultimately affect everyone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every stolen product creates additional costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those costs do not disappear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, they contribute to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>higher retail prices<\/li>\n\n\n\n<li>increased product protection<\/li>\n\n\n\n<li>more surveillance<\/li>\n\n\n\n<li>stricter security procedures<\/li>\n\n\n\n<li>more complex store processes<\/li>\n\n\n\n<li>reduced trust<\/li>\n\n\n\n<li>and a less enjoyable shopping experience for honest customers.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Effective loss prevention goes beyond technology<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Retailers must, of course, continue investing in modern loss prevention solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>intelligent data analytics<\/li>\n\n\n\n<li>advanced product protection<\/li>\n\n\n\n<li>AI-powered computer vision<\/li>\n\n\n\n<li>improved checkout monitoring<\/li>\n\n\n\n<li>employee training<\/li>\n\n\n\n<li>clearly defined operational processes<\/li>\n\n\n\n<li>and optimised store layouts.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">I have discussed many of these topics in previous articles on this blog (see <a href=\"https:\/\/dr-rainer-eckert.de\/en\/self-checkout-without-security-scale\/\">Retail Engineering: No scale - no scan?<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, important as these measures are, they address only part of the challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Technology reaches its limits whenever society begins to tolerate behaviour that causes harm to others.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">A change in mindset is also needed<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Shoplifting is not a minor offence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It causes billions in losses every year, weakens businesses and increases costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And it ultimately reduces the shopping experience for every honest customer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore retailers need more than better technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They also need:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>effective law enforcement<\/li>\n\n\n\n<li>stronger action against organised retail crime<\/li>\n\n\n\n<li>greater public awareness<\/li>\n\n\n\n<li>and a shared understanding that shoplifting is not a trivial offence.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Modern technologies such as computer vision, AI-powered analytics and intelligent self-checkout solutions will continue to play an increasingly important role in reducing inventory shrinkage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They enable retailers to detect risks earlier, improve operational processes and respond more effectively to suspicious behaviour.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, technology alone is not enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shoplifting is not merely a technical or operational issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also an economic and societal challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why successful loss prevention requires more than innovative technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also depends on effective law enforcement, clear legal consequences and a shared commitment to protecting businesses, employees and honest
